Fender alignment shims....

Hey guys. I took the front end of my '95 apart to ease mods and clean, paint, etc. The fenders were shimmed with a material resembling cardboard? They were pretty compressed. Did they come from the factory or? I am assuming they can be replaced with steel shims? Any body guys out there? Thanks.

If you are speaking about the shims adjacent to the A pillar those ones kept coming loose so I replaced with a piece of aluminum flat bar, seems to work fine.
