An aftermarket hard intake pipe with a cone filter would do it. The mopar intake on my SRT4 makes the turbo extremely loud inside.

Run your intake into the cab, remove the insulation from the firewall, open the window

Most of the time it will only be loud when you are into the throttle making a decent amount of boost.

I have a diy 6637 and I put a Wicked Wheel 2 on my stock turbo . I have all sorts turbo whistle in the cab. It sounds great not so loud as to be annoying.
