Don't think I have ever seen one so stuck. With all 4 bolts out of the turbine housing clamp the turbine to the table at the collector port (flat side). then twist the center section about half an inch back and forth. once it's moving just pull perpendicular to the housing and the two will, eventually slide apart. Soot gets in between the heat shield and center section (inside the turbine) and "glues" the two parts together. I've used a strap wrench on the center section before.
