Yes, it is supposed to be connected to the relay on the fender. At that relay it is on the non-switched battery side of the relay. If you feel that you are going through relays fast test all the wiring from the GPR back to the battery. If there is a bad supply wire the GPR will be pulling extra amps to compensate. This will pop the GPR sooner then intended.
