new project could use some help

Alright fellas my 2000 powerstroke blew a headgasket, and its got me to thinking on fixing it and selling my baby for a new project. I'm thinking about buying a sound 97' f250 and either fixing up the motor in it or finding a sound one for the right price and doing a little extra to it. I only know the basics on squeezing horsepower out of a 7.3 which is where i need help. I'm looking for around 400 rwhp out of it and idk where to start i know the truck will be a standard so i know an upgraded clutch is needed but what else?

A single mass flywheel, bigger injectors, and larger turbo, then supporting mods, hpop, e-fuel, and a few other things, but if your going to replace the head gasket in your sd y get rid of it after all the work?

Because unfortunately I got one of the few lemons that ford produced. Ive had nothing but trouble out of my 2000, and Ive spent prolly 5k in repairs and the truck had 125k miles on it when i bought it and it only has 154k on it now.
