whining steering

I have a 97 reg cab I picked up a while back. The steering wheel howls. It seems like it is coming from the column. The fluid is topped off. but it actually feels like something in the column is not right. any thoughts?

Power Steering Pump is most likely bad. The column doesn't feel right because there is no power steering. So it feels like the column is binding.

Is it a whine constant whine when the motor is running. Or is it only when you turn the steering wheel.

WD 40 the bearing on the column. It is under the dash. Also where the column goes through the firewall spray there too. Get inside that boot. Not alot but just enough to lube it.

When I first read your original posting you made it sound to me like it was the pump whine.
