EBV related problem??

recently been having an issue where after i start the truck i hear a grinding type noise that sounds like something opening and closing witch then makes the old hangers on the exhaust rattle because it never did it before, was told it was the ebv , even when at normal temps when i stop it starts doing it non stop , the flap thing on the end of the turbo was wired open but the wire broke but im sure it still stays open, any ideas?

the 2 wire connectors running behind the turbo has been unplugged

Mite want to re wire it back open, if it's not connected then it can still flap a bit

does the rod that's coming out of the turbo on the bottom connect to the part thats under where the flap is??

cause it was disconnected and cant remember what part to wire to
