94 turbo valve wired?

I have bought a 94 f 250 powerstroke and on my turbo there is a wire holding a valve or something in a postion i do not know what it is and if it should be wired like it is? some people tell me its like a waste gate but i have no clue...

It's the exhaust back pressure valve used during cold weAther to warm up engine. It was probably malfunctioning nd the previous owner wired it open. It won't hurt anything to run that way. A lot of people actually delete them
