Does the stock turbo on a 1997 f250 7.3L have a Silencer? if it does, what are the steps on removing it?

NO........

The biggest silencer of the turbo is the intake. A high flow unit or DIY upgrade will make it a lot louder.

does the 99 - 03 7.3L turbos have the ring? i heard somewhere that they did but i thought that was just the cummins.

I know up to 97 trucks didnt have em' i just took one off of my buddys stock 02 psd

There was no ring on any of the psd. Except one. but was only one year and coudnt be removed. The ring thing came from the cummins boys.

yes, its called a catalytic converter.
removal:
step one: remove cat
step two: replace cat with straight pipe
step three: throw the cat away and pretend like you never knew it was gone
