Make model year mods etc?
Where you at and how cold is it?
What you talking about when you say dump valve?
Sounds like you got a bad thermostat.
Mine gets warm and stay there in about 2-3 miles from a cold start. It will also warm up idling for a few minutes. My exhaust back pressure valve is tied open and I found that it made no measurable difference in warm up time. I referring to outside temps around the freezing mark. It seldom gets below 20F here.

Sounds like the T-stat is stuck open. Be prepared when you do this to replace the T-stat housing also, they are stamped steel and prone to leak when you replace the t-stat.
