no perk other than cost / downfall is you can get fines if your on a road that isn't considered off Highway

Not worth it! The fines alone if you get caught are ridiculous. Saving dollars as opposed to being fined (potentially) thousands.

Same fuel other than DYE and no road tax.

It is roughly a $0.32 cheaper fuel. It just depends to you if saying $3 per ten gallons is worth the minimum $1k if you are caught. In my opinion it isn't smart at all. There is no benefit for doing it.
