ANY GOOD MECHANICS FOR THE 94-98 POWERSTROKE IN THE BAY AREA?

Does anyone know of a good mechanic in the Bay Area (San Francisco, Oakland, Berkeley, Marin, Richmond etc) for the 94-98 Powerstrokes?

I'd love to do the work myself, but this seriously needs to be looked at by someone with some real experience;

94.5 turbo van
After 3 years, $10k, two motors, I'm at my wits end, and frustrated to death with the lack of knowledge at the Ford dealership.
Here's whats happening;
It starts fine in the morning, if I let it idle it cuts out within 5 to 10 minutes, and won't restart. If I jump on the freeway, it runs perfectly, until I let off the throttle, then it misses (kicks) Sometimes I'll get a month or two of no problems, than it will be non operable for months, than run fine again.
Motor was replaced with a brand new (not rebuilt) motor, new injectors, new heads, new high pressure pump, new fuel pump,rebuilt ICM. The fuel bowl, valve covers, turbo etc were used from the original engine.
Ran decent for a month, than all symptoms re appeared. Replaced the fuel tank, fuel lines, rebuilt fuel bowl and FPR, still has symptoms.
Codes have always said CPS, but ive replaced that multiple times, and it had no effect. Wiring to CPS also appears fine.
One other note, it smokes a little, blue smoke, motor oil smell. I believe its from the turbo, but could be something else.
Ive heard these first year of Powerstroke computers were not helpful with codes, and am considering replacing it, or parting out the van and giving up.
Has anyone experienced anything like this before??
