Has truck lost it's prime?

Ok I have a 94.5 or 95 model however you want to look at it. The truck has new batteries, new cps, new glow plug relay, new fuel filter. The problem started the other day when I was cruising down the highway and the truck started to cut out. Seemed to me like bad fuel. So it did that for awhile then quit. The next morning I got out to start it 65 degrees outside and it cranks and won't start. Tach moves so the CPS is working. finally I move the lever beside the fuel filter to let the water out and I leave it open and the trucks starts. I immediately close it so I don't lose any more fuel. Truck runs rough for awhile and eventually runs ok the rest of the day. I was told that truck may have lost it's prime? I depend on this truck daily and would really like to fix what ever is wrong. Thanks for any suggestions!

I know with the CPS mine was bad but the tach still worked. But i have a 99. I have also heard about priming the motors, I will ask a budy today about that and let you know
