Will a van turbo compressor housing work on a obs pedestal with the obs turbine housing on it?

The 94.5-98 van turbo is the same turbo as the OBS.

Nope. the the 99-03 van turbo is different than tha super dutys truck that's why they use it to stop turbo surge
