96 F250 air pump problem?

just bought a 1996 Powerstroke with a 7.3 its my first diesel so im new at this and on the side of the vacuum pump there seems to be some sort of relief valve about the size of a half dollar and it is rattling can anybody tell me what this is and is it any concern it bothers me cause i can hear it with the window down

I think the piece you are talking about is just the inlet for the vacuum pump. I think it is just crimped on but not positive. Could use a couple of dabs of silicon to stop it from rattling but let it dry before starting the engine so the silicon doesn't get sucked in the pump.
