Angry 96 F-250 Runs Bad Need Help

ok here it goes i've got a 96 f-250 ps with bank chip that i've been having some issues with for the past 2 monthes. first started out with running weak could get up to 60-65 truck would start decreasing speed and rpm's no matter how much pedal i gave it. changed cps truck ran great for 2 weeks hitting 20+ boost started running ruff again checked feul system cleaned tanks replaced lines and fuel pump ran good for 1 week started to run the same way. decided to disconnect batteries and allow pcm to reset after doing this truck ran better than it did but not like it should averaging 7-15 psi no check engine light nothing. pulled chip out noticed some rust and corrosion on pcm housing. put pcm back in and ran like total sh*t put chip back in and ran better. about to replace pcm but still fuzzy if this will solve any of my problems. Any other ideas.
oil still full
good oil pressure
hooked up code reader and pressed link buton and truck died
normal engine temp
normal egt's

sounds like a possible PCM failure, especcially with the scan tool failure....but honestly this is pretty complex and it might be too difficult to diag online........
