97 powerstroke no start, what's A/E telling me?

97 powerstroke f350 230k, was running fine, coughed a bit on one startup and now won't even attempt to start, no smoke, no nothing, cps replaced, removed and cleaned ipr, still nothing.

I got access to A/E and this it what it told me
Codes are:
P1280, P0630, P0344

I show 55% IPR duty cycle while cranking
0 psi icp pressure with it plugged in (after cranking for 20 sec the cel came on and the icp pressure showed 2470psi)
2470 icp pressure unplugged
0.2V icp voltage which doesn't change
166rpm cranking speed
60 degree oil temp

Any ideas?
