Help! In what order?

I have a 1995 psd that I am going to be using for towing a light boat, doing light offroading, and some daily driving. I have an afe stage II in the mail and I am going to be putting on a single 5 inch stack with no cat or muffler. I know im doing those two first. After that Im getting a tuner (which I havent decided on), but somewhere down the line im getting it lifted. Am I going to need to reprogram my tuner once I have a lift, and does it make sense to buy the tuner before the lift?

depends on if you change tire size. Tuners ask for tire size and gears, I would assume to correct shift points.
