drivers side back brake drum hot as hell

Had a buddy adjust back brakes out on Monday evening. Today got home from work smelled burnt brakes on drivers side. Touched the drum it was hot as hell! The other side was fine no smell no heat. Is this normal? He said he adjusted them so they drag just a little bit. Any thoughts... hints...

Park brake on? Shouldn't smell at all. I'd pull the drum to see what's going on.

Took it for a spin... world of difference! Should've known the brake pedal was tight as hell. Pedal feels normal again. Have a good Easter everyone.
