Electrical problem?

I tried to start my truck the other day and it wouldn't it had been not run in two weeks. While trying to jump it I heard something fizzing like water on a hot skillet. Any I looked around and water was dripping from back of my hood at passenger side onto what looks to be a ground strap that goes from firewall to back of head. The covering is melted off strap completely and it must be getting super hot while ignition is on. Can anyone give me some help on this please.

Truck is a 96 F250.
