Engine governor??? 65mph limit

My buddy has a 95 f350. 7.3 auto. He says the truck won't go any faster than 65. Says truck runs ands shifts beautiful until it reaches 65 then stops and with his foot to the wood the truck won't go any faster or push any more rpms then like 2300. Any suggestions?

sounds like a computer issue to me.maybe the old obs style super duties were governed at that speed and somehow one got swapped into his truck.Thats just a guess,im not sure.>>>>>>brian
