HPOP stands for High Pressure Oil Pump.

The 7.3 and 6.0 powerstrokes use high pressure oil to actuate the injectors instead of a high pressure fuel pump, or an injection pump. This system is know as HEUI (Hydraulic Electronic Unit Injection).
