? On amazon downpipe / cat delete see link

Hi - I'm looking for a new downpipe and considering CAT delete too. Wondering:

1) is link a decent option for a downpipe?

2) description of pipe in link references that it eliminates the CAT, but pix looks like only the downpipe. Perhaps I'm ignorant, but isn't a cat delete a separate pipe/piece?

3) any suggestion or different low cost options?
