Tranny front seal leaks

I have A 95 f250 that i purchased with a front seal leaking on the tranny. While changing the seal I noticed a burr/scratch on the TC in the area of the seal. I took a file to remove the edge ( no flat spots created) making it as smooth as possible. I can still feel a little scratch with my finger nail. Put it back together hoping it was good. Still leaks about a quart per 1000miles. My question is do I need to replace the TC? any advice appreciated. p.s. I also changed front pump seal just in case. thank you.
