No power.... any ideas?

A friend of mine has a 94 CC DRW with the 7.3 and it seems like the turbo never kicks in at any RPM.... You never hear the turbo at all and it just runs like a TURD... If anyone is familiar with the 6.0 it acts the same as my truck with the VGT solenoid unplugged. I am not real familiar with the 7.3 and would like some insight on what could be wrong. He uses this truck solely to pull a race car and will not get above 60 unless going down a mountain.. It doesnt seem to build boost with or without the trailer. Any help would be appreciated.

check the turbo for shaft play a clogged cat can cause a similar problem as well as broken or loose y pipe boots. also check the up pipes for leaks

Check the tube running from the passenger exhaust manifold to the Exhaust Back Pressure sensor. If that tube is plugged, the PCM doesnt know how much exhaust pressure there is.
