Vacuum issue, or something else?

I had to replace the glow plugs in my 1997 F350 7.3 Powerstroke Crewcab, as some had shorted out, shorting the harness on the drivers side. The guy that did it for me had to remove the drivers side head to remove one that was "carbon stuck". In the proccess a vacuum fitting on the drivers fenderwell was broken so he temporarily plugged the line until he can get another one. (This fitting feeds into about four other vacuum lines) Now the brake light stays on and the cruise control does not work!? Brakes seem fine. Is this all related to the vacuum problem?
