cold truck

I have a 96 f250 and i live outside of chicago its cold but not freezing yet and my truck is runs right at or before the N on the temp gauge, it is straight piped. I just installed a new water pump, t stat and coolant but it did the same thing before got to the n or o in the summer and i tried a cardboard and that barely helped any tricks or ideas? and truck takes a long time to warm up to that point. I think my clutch fan is bad it is the original and it has 137k on it would that make a big difference if i bought a new one?
