Rear End Noise

Hey Guys,

So I have a noise in my rear some where, I have a 95 F350 and when i was driving it sounds like metal on metal scrapping..I think its brakes because it feels like my rear is dragging a little bit..But when I feel the brake drums nothing feels hot...also the roads are a little icy and when i give it to much pressure it will lock up the front brakes...could this be a brake line? or should i just replace my drums and pads and see if that fixes it? I just wanted to make sure it was just my brakes before I spent the money...also how hard is it to replace them? do i need any special tools to do the job?
