Why does the CPS suck so bad???

Has Ford or Navistar EVER finally come out and say why the 7.3L CPS fails so frequently?? Maybe ford specified a 40% sensor failuer rate for every 100,000miles so they can charge $200 per sensor lol!! After all the real money is in the parts I mean why does the "blue" CPS that Navistar makes last longer than the "Black" CPS designed for Ford???? I know there was supposed to be some sort of investigation by the National Highway Traffic Saftey Association (NHTSA Action# PE06011) but what ever came out of that???? Nobody seems to have a conlusive reason as to why they fail. Anyway I think ford just wanted a way to charge $200 every 60K miles.
