The current owner, is really just trying to get some of his money back from his investment into the truck, but you can find a really nice truck, possibly with less miles, for less $$$$. Another thing to keep in mind, is many banks might not even finance that much money on a truck that age, with those kinds of miles. (not to say the motors at the end of it's life or anything)
If you "really" want it, I'd make him a lower offer. 10K, or 10.5K or something like that.
