Exhaust brake sound

sometimes when i star my truck up it starts up and sounds normal for about 3 seconds then there is this wooshing sound that sounds like an exhaust brake, and like and when i rev it quick i hear all the pressure releasing like an exhaust brake but then the sound comes right back, it does this for about 10-20 min about the time it takes the truck to warm up, it usaully only happens when the truck get wet like if i wash it or it rains, im pretty sure its the EBPV what could be causing the EBPV to be doing this?

That is the EBPV, its designed to do that to help warm the engine quicker.

how come it only seems to happen when the truck gets wet?
