Try some WD40 on the latch and all the moving parts. My g/f's Accord was doing the same thing about a month ago. I had a heck of a time getting it closed b/c the moving parts were gunked up. A little WD40 and a red rag fixed it.

definately work on the latch, make sure it hasn't flipped over like its already closed too...

also, are the bump stops screwed all the way up? any of the assist cylinders locked up not allowing it to close all the way? just some ideas to check...

OBS trucks do not have lift assist cylinders. Ditty is on the right track. I deal with the same problem constantly at work. Get some carb or brake cleaner and spray the latch mechanism real good to clean it out(be careful not to get it on the paint or grille). Then use a good penetrating oil like PB Blaster or ZEP Super 70 and spray the latch real good. That should take care of it. Also check to make sure the latch hasn't moved down a little on the adjustment.
