OBS winch bumper on an old govt. vehicle. Who makes it?

I saw a chrome winch bumper with a grill guard on a 96 powerstroke the local fire dept. uses. I asked them and they said they bought the truck with the bumper on there from the U.S. Forest Serv. The bumper is chrome and has a Ramsey badge on the passenger side.

Someone said they thought you could get them from a company called Keystone. Anybody have any info on this bumper or company?
