So lets say i wanted to paint my chrome door handles, would i have to sand it then prime it or do they make a spray that goes right over chrome?

You'd have to prep the surface by something serious such as sandblasting. Plating is real tough, and if it isn't roughed up, the paint will chip and flake off. What color are you planning? If you just want a basic solid color like black, why don't you try having them powder coated?

im sanblasting and powdercoating mine soon. Powder coat is really the only way.
