3 provided there will be no grill blocking the light.

otherwise 1.

#2 is too prone to being ripped off when off road.

option 1 or 3. Option 3 will look more professional if nothing is blocking the light.

I have a billet grill.... here is what the grill looks like. The fogs that are already mounted behind the gril do a decent job but these are all just autozone specials so they arent super bright...I was kind of wanting these to shine more to the side so i was thinking on the bumper aimed slightly to the side

On the bumper would look good just not under. Is there anyway to mount them in the holes on right above the tag?

I might be able to cut out the little plastic supports and mount them in those breather holes... but my tranny cooler is right behind them. As well as the bottom of the IC and Radiator. So I was thinking max airflow through there would be best??

I was really high on the underneath the bumper idea until i posted this haha
