2nd to 3rd hangs up

Any ideas as to why the transmission will hang up between 2nd and 3rd? 1st to 2nd is crisp, then at about 2300 rpm the trans will down shift about 150 rpms hold for a second and then drop the rest of the way into 3rd. It almost feels like a 5 speed trans. I sent my chip back in since the rebuild thinking that would be the issue, but it does the same thing. Not knowing much about trans,I assume it is the valve body????

Well, I am an idiot. I spent the last couple of hours learning how a torque converter works. The second drop in RPM is the TQ lock up.
