97 f250 7.3 wont shift into OD cold

My 97 7.3 f250 automatic will not shift into OD until the truck has been driven for 10+ minutes. You can have it at 3000 rpms running 60 mph and it will still not shift. It has something to do with cold weather because it didn't do it during the summer. Can anyone please tell me what the problem is?

Most likely the converter is not locking. The converter will not lock until the tranny is up to operating temp.
