96 f350 e40d problem

So this problem started after I drove in alittle mud. it accelerates fine but when getting up to 35-45mph and shifting into 4th gear its all good but when slowing down is where the problems start. So letting of the throttle the truck stays around 900-1000 rpm then while braking it revs up to around 1200-1500 rpm. It also jumps and bucks and the brakes lock up sometimes while braking to a stop and today for the first time it stalled out while coming to a stop. The tranny does have a shift kit and a deep pan on it and the truck has 213k miles on it but i do not know how many miles with the shift kit. I need y'alls help so i can get this problem fixed. I will take any advice and check anything at this point.

How much is "alittle" mud? How deep?

Did you check the brake lights?

It wasn't that deep maybe center of the rim and yes all brake lights are working. After talking some buddy's of mine i think the valve that should open to down shift from 4th gear is stuck closed. But I don,t know how to fix it.
