97 psd that wont shift from 2-3

I have a 97 psd that will only shift into third if you rev the engine high then let off the accelerator. After that shift, the other shifts are fine. I have replaced trans fluid and filter. Old fluid did not smell burnt. I cleaned the vss and unplugged all electrical connections to trans and added die electric grease and replugged. Nothing has helped. Could this be a solenoid pack problem. The truck has 189k. I dont want to take it to a tranny shop.
any help will be greatly appreciated.

I'll be following this one. Have the exact same problem on my rebuilt e40d. If I manually drop the shifter into 2 then back to D it will shift into 3rd. Otherwise, I have to rev it to almost 3000 rpm then back off the throttle for it to shift. Other than that, transmission is solid.

Mine three lol i think it may have to do with VB TC or soleoid pack still drivable though and can pull out a burried pathfinder at the beach in deep a$$ sand in 4 LOW

Mine too. If I let it warm up though, it shifts fine from the start.
