Transmission fluid problem

I recently changed out my transmission fluid on my 97 7.3L. I ended up changing the drain pan out for a Derale 14208 which is suppose to increase capacity by 8-9 quarts. Fromw hat I understand is the transmission holds about 14-16 quarts. Anyway, I drained out my old fluid through the pan since I was replacing it anyways. Got the new pan on. Added 8-9 quarts and let it warm up and it barely registered on the dip stick. Added another 4 quarts, barely anything, added another 4 quarts and now it is reading to the top of the dipstick and might even be above it. I don't understand how it is reading that high. I added 16-17 quarts max and with the new drain pan I should have more than enough room. I have a C and a H on the transmission dipstick and it is reading high even when it is cold. Anybody have a reason why it is doing this? I am sure I need to drain some, can anyone recommend the best way to do a controlled drain? How much do you think I need to drain? Should the transmission dipstick be reading the middle of the C when it is cold? Thanks for the help.
