trany problem

i have a 1995 ford super duty powerstroke 4X4 with a e4od trany. the problem im having is when i put the fuel to it it stays in overdrive but when i let off the slytest it kicks down but not into drive or overdrive but like a lower overdrive, because i can take it out of overdrive and you can tell the differance. i have change the trany out and it does the same thing with the new trany. i have put it on the computer nothing shows. i have change the ecm and other sensers and it did nothing im hoping someone out there has had the same problem and has the solution .
