Engine Won't Start

So a couple months back we were getting some of our colder winter weather and snow, which we only get a couple times a year. So I plugged in my '96 powerstroke, but when I tired to start it, it would crank and then nothing. A couple times it tired to kick over but wouldn't start up all the way. After that nothing just cranking away never once starting up. I put it on a charger wondering if my batteries were low, still nothing.

Figuring it might be my glow plugs, I had already bought some to replace them, I decided to wait it out. Kept my batteries charged and then couple weeks back I changed my glow plugs, still nothing, it just cranks away and doesn't start up. Wondering if it was fuel related I drained the water out of the bowl and swapped my fuel filter. Still nothing, just cranks away and still doesn't even get close to trying to kick over.

I pulled my starter and got it tested wondering if that could be the issue, auto part store tested it and said it was good. Oil levels are good and I disconnected the ICP to make sure it wasn't causing any issues.

So far nothing has changed my symptoms, cranking away but not even starting to kick over anymore.

Still new to working on diesels, so starting to feel like I am just going blind hoping something pans out. Would greatly appreciate any direction or suggestions you all could give.

CPS sounds like a good start to fix it ??

x2 on the smoke. If there is no smoke it could be an IPR (Injector Pressure Regulator) issue among other things. Also does your tach move when you crank and does it have a wait to start light?

Nope no smoke, but there is a wait to start light.
The tach lifts up slightly...but only a couple millimeters nothing really measurable.

Thanks for the good suggestions I'll start to do some research on them.

Do you have fuel pressure while cranking? If not I would say IPR

Well, I disconnected the CPS and saw what everyone was talking about with the tach not moving, so seems my CPS was working after all. I was hoping for the cheap fix, but at this point looks like I better just do the IPR. Unfortunately, from everything I read there isn't much testing for the IPR without specific tools so guess I will just have to buy a new one and give it a shot.
