97 7.3 wont turn over, electrical?

It started like normal 4 times today, then I get in, turn key, WTS light on, radio, heater fans all on, turn key it loses all power, now its acting like batteries are dead, all dash lights are dim, wts light still is on, just very dim. just clicks when I try to turn it over, batteries are both charged up, any ideas on whats going on? its done it a couple times in the last couple years but always started after a couple trys.

Bad battery connection, bad connection at starter, bad battery grounds.

Did you LOAD test the batteries, in isolation from one another?

That pretty-much leaves the starter. You could eliminate all the low-current stuff (ignition switch, relay, safety switch, etc.) by jumping the starter relay on the fender. If it's a manual, MAKE 100% SURE that the truck is in NEUTRAL when you do this; otherwise you risk running yourself over.
