coolant temp gauge

I just bought a 95 F250 7.3Lthe coolant temp gauge is not working. Changed the coolant temp sensor and still nothing. Voltage at signal wire on sensor is 3.6 volts. Is this normal?

229k miles on it all relays and fuses are good

Stick a screwdriver or pin into the sensor connector and touch it to ground. The gauge should peg to the right. If it does, it's good and you've got a wiring problem (or you replaced the wrong sensor). If it does not, the gauge head is bad.
