Truck seems to be struggling

Just got back from a trip with the family. I pulled our new 5 th wheel 285 miles up into the mountains.
Truck did ok, but I was abit disappointed with how it seemed to struggle to get onto the freeway, and o up the hills.
Comming home on the flats, traveling about 65 mph, we hit a strong side wind and the RPMs started to drop from 2000 down to 1500' so I shifted into 4th gear.
Looking in the engine valley when we got back, I noticed a far amount of deisel fuel sitting there. The bottom of the Bangoe bolt is wet and the pump.
I'm going to replace my pump and rebuild the fuel bowl, but could this because the lack of power?
First deisel truck and I got it thinking they could do almost anything. The trailer with gear and people is just shy of 9500 lbs.
