95 starts rel hard when cold

I just got this truck from my brother. It is hard to start in the cold. I say cold but only 50 degrees out and would not start. When it did finally start blew white smoke everywhere. My brother like an idiot had problems with his truck starting years ago and would just shoot a shot of ether to it and shed fire right up. Then he had problems and instead of fixing it he took it to a shop and they put a running junkyard motor in it. I have no idea how many miles are on the engine. But it will not start when its cooler outside after sitting all night. After the initial start up its fine. I have put new glowplugs and GPR on it and no help. Think its time to go inside if it is would it be better to get a reman motor or would an overhaul do just fine.

The engine needs god strong batteries to start I would bring it to a place that will test them for free or do it yourself.

The white smoke is from unburnt fuel. Could be from injector o-rings or just getting to much fuel with long cranks pumping too much fuel.
