Idles rough, smooth when driving

On my 95, sitting there ideling. Engine seems to be running rough like a gasser out of time. When I'm out driving it can't feel any roughness and great power.

Here is what I've done:
Replaced #3 injector 100 miles ago
New ucvh
New glow plugs and relay
Cleaned ebp tube



What should be the next test? Would really like to not have to go to town for a scanner.

I got the same issue!!!! Sometimes it idles smooth and then others it idles rough like is gonna stall. If I step on the go pedal it goes away until the rpms drop. I have changed filters and etc... My next venture is to check the screen in the fuel pressure regulator on the fuel bowl, see if that is clogged. Let me me know if you find anything out.

I did my screen. It was very plugged. Helped but still rough ideling.
