In need of obs 7.3 guru help

I have been fighting my truck for over a year, it has no pulling or lugging power. I have had it at a dielsel shop and this is what we have done. I have put a chip on it, have had the injectors checked replaced 3, new ipr, check harness's, new throttlle position sensor, new sensor under dash, new map sensor, new hpop, he says it maintains good fuel pressure. little more about how it acts. The first 1/3 of throttle seems to run good the more you give it the worse it runs, back of to 1/3 throttle and seems to pick up again. Runs decent bare truck put any trailer on it and it falls on its face. The most boost i can get is 7psi will go to 10 when you down shift and hit 3500 rpms

You need to monitor icp and see what it is under full throttle. Id almost bet it's a ipr, icp sensor, or hpop related

I have 96er myself, I have done the following things:
1. disconnected the exhaust back pressure valve
2. replaced the turbo downpipe
3. replace the ICP sensor w/ the IH version.

they put new ipr on it. new hpop. not sure on the icp sensor he said that he had checked and replaced all sensors.

Sounds like your butterfly in the turbo exhaust flange is stuck somewhat closed.

when we put the smaller turbo housing on did away with the back pressure valve

Still need to monitor icp. Also, unplug your icp sensor. It will make the ipr go full open. See if that changes anything. You checked the fuel filter? How's the air filter?

EBP sending unit dead or full of chit. also remove the sending tube and clean it out. If the PCM can't see the exhaust's backpressure it will retard fuel delivery to save the engine. Also check the MAP delivery line for cracks. The PCM uses the MAP to determine how much fuel to give the motor. As much as I love talking with diesel techs these trucks are usually too old for the common tech to know much about them.
