7.3 5 speed surging/dropping RPM's

Wanna pick you guys brains before I start tearing into this thing. I'll try to give as much details as I can to limit my asking you all for answers. I figured someone on here has had this problem before.

1997 7.3 F350 152k just started this problem. If you have concern about certain parts I replaced a TPS 10 months ago and lift/transfer pump 2 months ago. I treat the fuel and run transmission fluid in the fuel.

Idels fine
no loss of power
Does it under light acceleration in every gear or light pedal while in netrual
Does not under heavy acceleration or I just can't feel, see or hear it
Does this cold or up to temp
Does not while on cruise control
no codes showing

I'm thinking fuel to an injector
Your thoughts????

Just purchased my 97 F-350, (2/2012). Spent 6 months looking for one in great condition.
146K miles, new alternator, glow plugs, clutch and rear main seal, fuel pump, complete front end rebuilt.
3" TDP 3" exhaust no muffler
Tuner to 140 hp
6" lift reverse shackle
new wheels and tire XD's on 37" Nitto's

I changed the fuel filter and cam sensor just because I thought by chance it was the problem and if not I'd have a spare... No change. Thoughts on if it could be IPR.

What's the fuel pressure at idle? IPR "tin nut" tight? Cheers!
