Replaced HPOP now CEL on

I replaced the HPOP on my 96F250 with a new 17 degree sd hpop. Truck start and sounds good. CEL light is on. When I first turn it on no CEL then 30 seconds later engine acts like I tapped the gas(rpm goes from 500 to 700 for a second) and the CEL comes on and engine goes back to normal. The engine has no power. I tried to read the codes from it but code reader is unable to connect.....

Any help would be greatly appreciated!

Could be many many things. ICP, IPR, UVCH, and who knows what else.
Get a good scanner.

Went to 2 Orielly's and 2 Autozones and none of the scanners report a code.....

So their scanners can't but you want me to get a "good" one?? How does that help? If you don't have any experience with the problem please don't post.

Auto Engnuity or start calling shops tell you find one that has that or a Ford diagnostic scanner.

Check the plug connections on the IPR valve and the ICP sensor. Make sure they are plugged all the way in.

Jesilvas is right - their scanners will not handle the extended codes required for diesels. You are shooting in the dark unless you know which code is tripping the CEL.
